The Egypt, who will receive. 5bn $ 4 over two years, is also speaking for the Fund currency International (IMF).

During this time, Qatar has offered to make up to $billion in investments in Egypt.

It is based on that the European Bank for Reconstruction and development - put in place to help post-Communist Eastern Europe - said weekend that it would begin loans to Arab democracies.

The Egypt and the Morocco had already applied to the EBRD for assistance.

But while the lender said that he hopes to eventually provide up to launching euros ($ 3. 5bn) a year in the region, while large such reorientation of its mandate would require the approval of all 63 members.

Funding gap

As the EBRD, the World Bank has explicitly stated its willingness to support the Arab spring of democratic revolutions.

"Our support and that of others, can maintain the momentum and accelerate the process, but only if coupled with real reform", said World Bank President Robert Zoellick.

The World Bank money will be made conditional on the progress of the countries to modernize their economies.

Tunisia - who was the first country to oust his former dictator - will receive $1. 5bn of international lender, including 500 m $ is part of an announced previously $1 MD together with the African Development Bank and the European donors.

Other funds would be provided in other formats, such as guarantees, loans to private businesses and infrastructure financing.

The Egypt funding needs are daunting, with the collapse of the economy - including the tourism industry - triggered by the recent political unrest.

High demands of the people after the revolution were adding to the pressure on the budget, the Minister of finance Samir Radwan told the BBC earlier this month.

The country expects to run a deficit of 9 to 10% of economic output in the coming year and faced a funding gap of $billion-billion, of which he already officially asked the IMF to help to connect.

Support of the Gulf

Planned investments of the Qatar in Egypt are supposed to be consumed on a visit to Egypt by the Emir of the Qatar this Saturday.

"I think that these projects, implemented, will surpass billion $ and they will be produced productive in Egypt, said the Qatari Ambassador, Saleh al-Buainein.".

The Emirate can also buy the obligations of the Egyptian Government to help finance its deficit.

It comes after the United States and Saudi Arabia offered financial support new Egyptian Government.

The United States said it may cancel billion $ in debts and provide another billion $ in loan guarantees in support of infrastructure funding.

Meanwhile, Saudi Arabia has offered a package of$ 4.

China grows the talks on the Korea of the North as Kim visits

TOKYO (Reuters) - Chinese Premier Wen Jiabao defended the six-party talks proposed by Beijing as a way to defuse the divisions volatile on the Korean peninsula, even though China has allowed North Korean leader Kim Jong-il, blamed by the Japan and South Korea for fueling regional tensions.

Wen made the comments at a Summit intended to highlight the harmony between Tokyo, Seoul and Beijing in the wake a deadly earthquake and the tsunami that struck the Japan in March. But travel last leader North Korea's Kim in China, coinciding with the Summit, exposed severed disagreements on how to handle Pyongyang.

At the trilateral meeting in Tokyo, Japanese Prime Minister Naoto Kan joined Wen and South Korean President Lee Myung-bak, expressing the concern of "claimed" North Korea uranium enrichment, which could give him a second way to make nuclear weapons.

Wen also defends the talks between the two Koreas, China, Japan, Russia and United States, at a standstill for more than two years, as the best way to defuse the confrontation with the Korea of the North in its development of nuclear weaponswhich has included two nuclear test explosions.

"The Chinese side has been constantly urging peace and negotiations and a reboot for the talks to six," Wen said at a joint press conference. "We are convinced that only dialogue and consultation are the final steps to solve the problems of the peninsula."

Comments by Wen, with surprise visit reported Kim Jong-il in China which began Friday, emphasized how the North Korea and its nuclear activities continue to divide the great powers of the North-East Asia, even while they talk about economic cooperation and the need to place greater confidence after a rocky 2010.

Washington, Tokyo and Seoul had long sought China's help in persuading the North Korea to abandon its nuclear ambitions.

China, however, sees the North Korea as a strategic bulwark against the United States and their regional allies. In recent years, Beijing has sought to strengthen relations with the North with aid and trade and visits it by its leaders.

China nor its neighbor and ally the Northern Korea confirmed that Kim is visiting. Both are usually secretive trips.

But Prime Minister Wen Jiabao, Sunday, said South Korean President Lee Myung-bak Kim Jong-il travelled from China to study "economic development", Yonhap News reported, quoting a South Korean Presidential aid.

Said Wen travel Kim "would offer the opportunity to understand the development of China and to use it for the development of the Korea of the North," according to Yonhap, citing assistance of public relations, blood-pyo Hong Lee.

Yonhap also said that it appeared that Kim headed towards the picturesque city of Yangzhou, near Shanghai, quoting a local source said security was tightened around railway station. It is also possible that Kim may visit to Shanghai.

TALKS MORE?

China has called several times for renewed talks at six, and Wen reiterated this call.

But Washington, Seoul and Tokyo have been lukewarm to such negotiations, concerned that they could be seen as rewarding Pyongyang for its deadly attack on an island in Korea South, towards the end of last year.

At the post-Summit joint Tokyo press conference, Wen said nothing on the nuclear accumulation of the Korea of the North, but Japanese Prime Minister Naoto Kan has expressed concerns about uranium enrichment program North Korea and said that three leaders agreed that some of the pulse is in Pyongyang to make the talks to occur.

"We reiterated that the three countries would work together to try to Korea North to take specific measures to resolve questions of interest," Kan said.

"We have agreed that the resumption of six-party talks, it must first be an attitude turned towards the future of the Korea of the North in dialogue between the North and the South Korea.".

Kurt Campbell, Deputy U.S. Secretary of State for Asia and Pacific Affairs, told reporters in Tokyo that he had no information on Kim's visit to China, but China have urges North to engage with the South and other countries.

"It is clear that we value the role of China in terms of engaging in the Korea of the North and we ask them to take a clear position on the North Korea encouraging to engage responsibly with the Korea of the South and the international community."He said.

The Japanese Foreign Ministry said early Kan and Wen had discussed travel of Kim Jong-il, effectively confirming his current visit to only one ally of Pyongyang.

Tension on the Korean peninsula rose to its highest level since the Korea in 1950-53 war last year, after the sinking of a ship in the South killed 46 sailors, an exchange of artillery around the South Islandrevelations of new nuclear by Northern activity and threats of war.

Wen told journalists after the Summit that three leaders were "happy to see some easing of the situation on the Korean peninsula", but which persisted many uncertainties.

Heir to the Korea of the North goes on show in China-reports

Seoul/BEIJING  - leader of North Korea's Kim Jong-il sent his younger son and heir of the ruling dynasty on public his first visit to China Friday, media said, a trip seen as an attempt to evoke his position with only powerful benefactor of the secret state.

Kim Jong-un, believed to be in the late 20s, arrived by train in Tumen, in northeastern Jilin province, China South Korean media reported. An official in Seoul, news agency Yonhap said it was unlikely to go to Beijing.

The reclusive North Korea prepares for a third generation of the Kim family rule, with the inexperienced Kim ready to take over from his father as next head of autocratic state.

Analysts say the succession process, that is are quick to last September because of the bad health of Kim Jong-il, has probably slowed in recent months due to the apparent improvement of the leader of 69 State.

Of the Korea of southern spy agency was awaiting the visit for months. The media said the trip would probably be to focus on the development of economic ties between the two neighbours and can understand visits to projects on their border.

Paik Hak-soon, Director of the Center for studies North Korean Sejong Institute in South Korea, said that Kim young trip was motivated politically and economically.

"First it aims to demonstrate and to establish itself as the successor." Second, it must make economic achievements because of the economic difficulties of North Korea, "he says.

The site Web of Chosun Ilbo said that Kim might stay to attend an inauguration ceremony of the two development projects on the border of North Korea and China at the end of the month.

A construction project, develop an island called Hwanggumpyong in the lower reaches of the Tumen River begins May 28 and the construction of roads linking Hunchun in China and Rajin-Sonbong in Northern Korea, May 30 said the paper.

Korea of the South and the Chinese Government representatives could not immediately confirm the visit.

Korea of the North has significantly increased its economic cooperation with China over the past two years to circumvent international sanctions for its nuclear tests and missiles in 2009.

In 2010, trade between China and the Korea of the North was $ 3.5 billion, up 29.6% of 2009, according to Chinese customs statistics. Imports from China of Northern Korea in 2010 has increased from 50.6% to $ 1.2 billion and its exports to the North Korea grew up 20.8% to $ 2.3 billion.

Korea of the North was more pressed by tougher sanctions South Korea and the United States, following two attacks on the peninsula last year that killed 50 South Koreans.

Zhang Liangui, expert in Korea from the North to the Central Party school in Beijing which forms China's leaders, said that if confirmed, Kim trip was intended to extract more aid and support of China.

But Zhang said that Kim Jong-UN would not be to forge details of any new agreements with China. "Kim Jong-UN would not understand this kind of thing.". It would not have deciding authority on this either. ?

DIPLOMACY IN ACTION

The youngest of three sons of the leader, little is known about Kim, not even his age. He was probably born in 1984.

After studies in Switzerland, he thinks to speak English and German and has a striking resemblance to his grandfather, the founder, Kim Il-sung North.

Analysts say two attacks on the peninsula last year, were denied by the Korea of the North, were designed to win the support of the army for the continuation of the dynastic rule and noted the intention of maintaining military political State.

Experts say that the young Kim will probably follow the same militaristic path, to maintain a strong grip on the larger world of armies and pressing on with a programme of nuclear weapons to international outrage.

The Chosun Ilbo reported that Kim was accompanied by his uncle and minder, Jang Song-thaek, who last year was promoted to the powerful national defence Commission.

Many analysts have taken the promotion of the Jang to be an attempt to establish a mechanism for the eventual succession, with Jang as Regent while his nephew establishes itself in power.

North, South Sudan Abyei withdrawal of troops agreed: A

KHARTOUM, Sudan - North and southern Sudan have agreed to launch the withdrawal of troops not permitted in the flashpoint border region Abyei, the Organization of the United Nations said, a week after clashes that he caused the death of 14 people.

Both parties agreed that the pullout begins Tuesday and be completed within a week, the United Nations Mission in the Sudan (UNMIS) said late Sunday.

The decision was taken at a meeting of a Joint Committee composed of representatives of the North and the South and chaired by the General commanding the UNMIS Force Moses Obi, said the statement.

"The meeting agreed that the two parties will create an environment by de-escalating tensions speaking of their respective communities on the ground concerning the implementation of the agreements of Kadugli and guarantee freedom of access for UNMIS"said the peacekeeping mission.

A peace agreement signed by both parties in the capital of the State of southern Kordofan in Kadugli in January has called all forces to withdraw from the region bitterly disputed except the joint integrated units special (JIUS) staff of the North and South, the two army and police, alongside UN peacekeepers.

North and South have repeatedly accused each other of sending a large number of "irregular" soldiers to Abyei, in violation of the truce in January.

The Organization of the United Nations was not able to give estimates on the number of troops not permitted in the region, but he explains both armies were reinforcing their positions in and around Abyei in recent months.

The joint integrated units remains there, responsible for ensuring the security of the region.

It is not the first time that the North and South of the Sudan committed themselves to implement the agreements of Kadugli, and the International Crisis Group sounds a note of warning shortly after the announcement of the United Nationsby saying that the Abyei conflict had reached a point of no return.

Escalating tensions on the ground and between the leaders in Khartoum and Juba, who both made unilateral claims on Abyei, endangering the fragile peace in the Sudan and the smooth secession of the South, the think tank based in Brusselssaid.

"New escalation and risk of deployments of tit-for-tat additional forcing Sudan Abyei beyond the point of no return, evoking life and the fragile peace," she added.

The ICG warning comes a week after 14 people were killed at a checkpoint security only 17 kilometers (10 miles) North of the town of Abyei in fighting broke out between the police forces of the southern and Northern elements in integrated ago deployed mixed units.

Police had blocked a convoy of 200 troops and six landcruisers mounted with machine guns - as officials in Khartoum, said was an unauthorized arms shipment but South appointed Chief Administrator of the Abyei described as an "invasion."

The International Crisis Group described the joint integrated units as failure of the 2005 North-South peace agreement which had been largely wrong, who had already participated in large-scale clashes and have been characterized by mistrust.

Future status of Abyei is a raft of issues of Northern and southern Sudan are struggling to agree on prior to the full independence of the South, to be held in exactly two months the most sensitive.

Deadly fighting and recriminations have degenerated since January, when the region ought to vote on whether to join the North or South, alongside a referendum in the South which delivered a landslide for the secession.

But the plebiscite was postponed indefinitely in the middle of the impasse between North and South on who should be eligible to vote.

Amnesty called on the North Korea one of the most secret States of the world, to close all camps for political prisoners and to release all prisoners of conscience.

"The Korea of the North can no longer deny the undeniable.". For decades, that the authorities have refused to admit the existence of camps for political prisoners of mass, "Sam Zarifi, Amnesty International's Asia-Pacific Director, said in a news release.

"As the Korea of the North appears headed for a new leader Kim Jong-UN and a period of instability policy, great concern is that the camps of prisoners appear to be growing in size," he said, referring to the son and presumed successor Kim Jong-il.

Thousands of people are would be held as "guilt by association" or sent to the camps simply because one of their parents has been placed in detention, Amnesty said.

According to a former inmate beatings, about 40% inmates have died from malnutrition between 1999 and 2001.
